This is a short summary of what I understand we have managed to agree on:

We take JRU arrangements put in place for CHAIN and INSPIRE as the starting point for a structure that will evolve over time.
The Roadmap should define a set of operation principles inspired by the [PRAGMA Operating Principles and Procedure], the attributes of the persistent and sustainable infrastructure as defined in section 4 (Aims and Context) of the Roadmap and elements of the EELA Roadmap.
The aim is to provide enough common basis to ensure effective coordination between projects funded through different mechanisms, be they EC, national funding or other.
There should be enough detail in this to produce a brief for the drafting of MoU for the CHAIN and EGI InSPIRE JRUs.
We need to stress the need for openness to evolution while putting in place enough structure to allow the APGI to cope with growth and to achieve effective coordination of activities.
The ultimate aim of the Roadmap should be the establishment of a legal entity like APAN that can take responsibility for the continued operation of the Asia-Pacific e-Infrastructure under well-defined rules of operation and service standards.
We should look at what APAN has done before it successfully incorporated itself: achieving critical mass, achieving maturity at national level, governance structure, interim business model (contributions in cash and kind).

Simon, Markus and Joe to write proposed operating principles for APGI and send to Jan by end of play Friday
Jan to factor input from Simon, Markus and Joe into Chapter 7 by Tuesday
Alex to incorporate into rest of the Roadmap document and circulate by end of play Wednesday
